No. This change is for product capability enhancement.
What Are the Restrictions on Using the BGP?
Only VPN gateways of the CCN type with specifications of 200 Mbps, 500 Mbps, 1,000 Mbps and 3,000 Mbps support the dynamic BGP feature. For details, see the Use Limits.
