Background
Cloud resources are a significant cost. Users, in addition to analyzing and managing cloud resource costs based on standard dimensions such as cloud products and resources, also expect to analyze and control cloud costs according to enterprise (or personal) budget management dimensions, such as by department or project. To meet this demand, Tencent Cloud provides a complete cost allocation management solution and product capabilities based on such scenarios. It enables automatic collection and allocation of cloud resource costs according to the user's own cost allocation organization, ultimately achieving lean analysis and control of cloud resource costs.
Currently, Tencent Cloud provides two cost allocation tools: Cost Allocation Tags and Cost Allocation Units. These tools can help you self-define management and statistical analysis dimensions, thereby better fitting your various requirements for billing and cost analysis.
Tags are collections used by users for classified management of resources based on their own needs. Tags used for cost allocation and cost analysis are called Cost Allocation Tags, which can be identified and managed on the Cost Allocation Tags side. Cost Allocation Tags are a simple cost allocation tool with relatively simple features, suitable for scenarios where cost allocation by a single dimension is needed.
For example, a company may want to track its cloud resource consumption based on different projects. It can create a Tag, bind the created Tag to resources, and set the Tag as a Cost Allocation Tag. For more details on how to operate Cost Allocation Tags, refer to Cost Allocation Tags. A Cost Allocation Unit is a user-defined organizational structure. You can customize the allocation name, rules, and collect resource costs based on your cost analysis needs to achieve cost allocation. Compared to Cost Allocation Tags, Cost Allocation Units are more advanced tools with more powerful and flexible features, suitable for scenarios that require cost allocation across multiple dimensions.
For example, a company with a more complex multi-level organizational structure may want to track cloud resource consumption based on its internal structure. In this case, you can create and manage your own Cost Allocation Units, set allocation rules, and determine allocation ratios. When costs are incurred, Tencent Cloud will automatically collect costs into the corresponding units based on the settings, achieving automatic cost allocation and management.
Cost Allocation Unit
Cost Allocation Units Overview
Cost Allocation Units are tools used to consolidate and summarize cloud resource costs or expenses based on rules. You can set allocation names and rules according to your cost analysis dimensions to collect Tencent Cloud resource costs and ultimately achieve cost allocation. They establish a hierarchical structure in the form of a directory tree, filtering and consolidating cloud costs according to your custom structure for multidimensional management and analysis of bills and costs.
Cost Allocation Unit Features
You can define the hierarchical structure of Cost Allocation Units based on organizational needs such as departments, projects, or business lines. All costs incurred by resource instances can be classified accordingly. Before using Cost Allocation Units, you need to establish the units and define collection or sharing rules to summarize costs at each hierarchical level. The practical steps are as follows:
Step 1: Create Cost Allocation Units
Go to the Cost Allocation Unit to create a directory tree, define the hierarchical structure (supporting up to 6 levels), and establish your Cost Allocation Units.
Step 2: Set Collection Rules
The mid-level cost allocation units are solely for hierarchical classification. You can choose the lowest level cost allocation units to set the collection rules (supports up to 3 layers of condition groups).
According to the collection rules of Cost Allocation Units, the system will collect resource instances to the designated Cost Allocation Units.
On the Collected Resources page, you can query the cost details of resources with set collection rules, and support Custom Fields Setting, Filtering, and Downloading operations.
If collection rules have been set, you can manage the collection rules on the collection rules page, supporting Edit Rule and Clear Rule operations.
Step 3: Define the Sharing Rules
For cloud resources shared by multiple organizations (such as networks, resource packages, etc.), to fairly distribute shared resource costs among organizations, sharing rules can be created.
According to the configured sharing rules, the system will share the costs to other cost allocation units.
If sharing rules have been set, you can manage them on the Sharing Rule Management page, supporting Delete and Edit operations.
Step 4: Query of Cost Allocation Results
View the resource directory to get a list of all currently used Tencent Cloud resource instances, as well as current allocation units and matching rules.
Go to the cost allocation bill to view the accumulated resource instance costs by each cost allocation unit level.
Operation steps
Scenario Description: If you are a large enterprise and wish to automatically allocate and share cloud resource costs according to your organizational structure's cost budget management dimensions, such as departments, product lines, etc., you can utilize Tencent Cloud's cost allocation units for lean analysis and control management of cloud resource costs. The specific steps are as follows:
Create Cost Allocation Units
You can define the structure of cost allocation units according to your company's departments and business lines. The steps to create new units are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Units.
3. Create Unit:
3.1 Under the cost allocation unit directory, according to the required hierarchical structure, click Create Unit or Create Sub-unit (supports up to 6 levels). Set the name of the cost allocation unit as needed, and click Confirm to successfully create it.
3.2 Supports dragging cost allocation units to other cost allocation units to adjust the organization levels of the directory tree.
3.3 Click the cost allocation unit. On the right side, you can view the details of this cost allocation unit and edit its information. Only the last-level cost allocation unit supports setting collection rules and viewing collected resources.
Modification of Cost Allocation Unit
If you need to make changes to the structure of an established cost allocation units, including deleting, editing, or copying a unit, follow these steps:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Units.
Delete Unit:
Click Delete on the cost allocation unit. After deletion, the collection rules under this cost allocation unit will be cleared and cannot be restored.
If a prompt box appears indicating that the cost allocation unit cannot be deleted, it means that there are effective sharing rules in the cost allocation unit or its subunits. Deleting the unit will affect the execution of the shared cost. Adjust the sharing rules before deleting.
Edit Unit:
Click on the cost allocation unit to modify the name of this cost allocation unit. Copy Unit:
Click the Copy Unit button to generate a copy of the cost allocation unit. The replication operation only copies the hierarchical structure of the unit, not the already set collection rules.
Query/Adjust Cost Allocation Units
If you have established cost allocation units and need to query and adjust them, the steps are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Units.
Query: In the cost allocation unit directory, you can view the already set cost allocation units. The cost allocation unit directory tree supports expansion or collapse.
Adjustments: Supports dragging to adjust the organizational hierarchy of the directory tree.
For example, dragging a Financial Product to an Operation and Maintenance Product, if the Operation and Maintenance Product has existing collection rules, the adjustment of the Accounting Unit level will allocate these collection rules to an Accounting Unit with the suffix -Auto Created, generating Operation and Maintenance Product - Auto Created.
Set Collection Rules
You have already established Cost Allocation Units according to the company's departments and business lines. Now you can set collection rules, and the system will allocate resource instances to the designated Cost Allocation Units according to these rules. The steps to create new collection rules are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Units.
3. Click the last-level Cost Allocation Unit to set Collection Rules:
3.1 Click Set Now.
3.2 On the Collection Rules settings page, you can set the rules as needed.
Configure Collection Rules, conditions and conditions, as well as Condition Groups and Condition Groups, can have 'And' or 'Or' relationships (Up to 3 levels of Condition Groups are supported).
The same condition collection can be set to 'IN' or 'NOT IN'.
3.3. Click Apply Rule to complete the setup.
4. Browse collected resources (effective T+1, rules modified on the same day will refresh the resource ownership and cost allocation billing data the following day).
On the Collected Resources page, you can view the cost details of resources with set collection rules.
Note:
Cost allocation units and collection rules take effect T+1, rules modified on the same day will refresh the resource ownership and cost allocation billing data the following day.
Cost allocation units and collection rules are preserved monthly. Modifications to the cost allocation unit and collection rules must be completed before the 3rd of the following month. No further modifications can be made after the 3rd of the following month.
Collection rules can only be created under the smallest cost allocation unit. If the collection rules of multiple cost allocation units match the same resource, the resource will be prioritized to the newly effective collection rule.
Edit/Clear Collection Rules
If you need to change the collection rules, follow these steps:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Units.
3. Click the terminal cost allocation unit. In the details page on the right, you can operate the cost allocation unit:
Edit rule: Click Edit Rule, modify the collection rule, and then click Apply Rule to save the rule.
Clear rule: Click Clear Rule to delete the configured rule.
Define Sharing Rules
If multiple business departments in a company share a cloud resource, you can create Sharing Rules to allocate resource costs based on the usage by different departments. The steps to create a new Sharing Rules are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Unit > Sharing Rule Management.
3. Enter the Sharing Rule Management page, and click Create Sharing Rule.
4. Configure Sharing Rules:
4.1. On the Create Sharing Rule page, you can set the name of the sharing rule as needed.
4.2. Define the shared resources, grouping resources that meet the criteria as pending shared resources under the current rule.
4.3. Choose the sharing objects: select an established cost allocation unit.
4.4. Set the sharing proportion: Proportional, Allocation by proportion, Custom sharing proportion.
Proportional: Each sharing subject is allocated proportionally.
Allocation by proportion: The allocation is based on the actual proportion of each sharing subject.
Custom sharing proportion: Set the allocation ratio for each sharing subject yourself.
5. After configuration, click Create Rule to complete the creation of the sharing rule.
Edit/Delete Sharing Rules
If you need to modify, edit, or delete sharing rules, the steps are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Unit > Sharing Rule Management.
3. Edit/Delete Sharing Rules:
3.1. Delete: Click the Delete button of the sharing rule to delete it.
3.2. Edit: Click the Edit button of the sharing rule to edit its content. Click Save Rules to save successfully.
View Sharing Rules
If you need to inquire about sharing rules, the steps for querying sharing rules are as follows:
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Unit > Sharing Rule Management.
3. Select the billing period of the cost allocation unit. Sharing rules of historical billing periods can be viewed.
Click the View button of the sharing rules to view the already set sharing rules. Click Return to go back to the rules list.
Note:
Sharing rules take effect T+1. Rules modified on the same day will refresh the resource ownership and cost allocation billing data the following day.
Sharing rules are saved monthly. The sharing rules for the current month must be modified before the 3rd of the next month. After the 3rd of the next month, modifications are not allowed, and only viewing is available.
If both sharing rules and collection rules hit the same resource, the collection rules take priority.
If multiple sharing rules hit the same resource, the resource will be assigned to the sharing rule with the most recent effective time.
Query of Cost Allocation Results
2. On the left sidebar, select Cost Allocation Management > Cost Allocation Unit.
3. Browse the Resource Directory:
All Resources: Click All sources to display a list of information about all Tencent Cloud resource instances currently in use on the right side, as well as their current allocation units and other matching rules.
Unallocated Resources: Click Unallocated Resources to display a list on the right side showing resource instances currently in use that have not yet been assigned to any cost allocation unit.
4. Cost allocation results support custom definition fields, download, filtering.
Custom Field Settings: Click the Field Settings button to select the fields you want to display.
Download: Click the Download button to download the current list.
Filtering: Supports top search and header filtering.a z
