Tencent Cloud offers a grace period of 2 hours when the VPC endpoint expires. See below for details:

Details policies:
When your account balance becomes 0, the VPC endpoint is still available for 2 hours, and the billing continues.
If the overdue payment is not cleared within 2 hours, the endpoint instance is automatically suspended, and the billing is stopped.
After the VPC endpoint is suspended, it remains in the status for 24 hours, during which you can make the overdue payment to recover it.
After the 24-hour period mentioned above, the VPC endpoint is released immediately and cannot be recovered.
Upon releasing of the VPC endpoint, the Tencent Cloud account creator and all the collaborators are notified via emails and SMS messages.
