Does CVM come with FTP?

Yes. You can install and configure FTP as needed.
To build FTP sites using Windows’ built-in FTP service, see Building the FTP Service (Windows).
To build FTP sites using vsftpd software, see Building the FTP Service (Linux).

How do I upload files to a Windows CVM?
